1. Purpose & Authority
The ICONIC Board of Holistic Health maintains formal disciplinary procedures to protect the public, uphold professional standards, and preserve the integrity of Board credentials. The Board has sole authority to investigate complaints, adjudicate violations, and impose sanctions on credential holders.
2. Grounds for Disciplinary Action
The following conduct constitutes grounds for disciplinary action by the Board:
- Violations of the Code of Ethics or Terms of Service
- Misrepresentation of credentials or qualifications
- Practicing outside scope of practice
- Harm to clients (physical, emotional, or financial)
- Fraud or dishonesty in application or renewal
- Criminal conduct related to professional practice
- Failure to cooperate with Board investigation
- Violation of the Acceptable Use Policy
3. Complaint Process
3.1 Filing a Complaint
Any individual may file a complaint against a credential holder. Complaints must be submitted in writing via the Board's online complaint form or mailed to the Board. Required information includes:
- Complainant name and contact information
- Credential holder name and credential number (if known)
- Detailed description of the alleged conduct
- Dates and circumstances of the events
- Supporting documentation
3.2 Anonymous Complaints
Anonymous complaints are accepted but may limit investigation options. The Board encourages identified complaints to enable thorough investigation.
3.3 Complaint Acknowledgment
The Board acknowledges receipt of all complaints within 5 business days. Each complainant is assigned a case reference number for tracking purposes.
4. Investigation Process
4.1 Initial Review
All complaints are screened for jurisdiction and merit within 15 business days. Complaints outside Board jurisdiction are referred to the appropriate body. Frivolous or clearly unfounded complaints may be dismissed with a written explanation provided to the complainant.
4.2 Formal Investigation
- The credential holder is notified of the complaint and given 30 days to respond
- An investigator is appointed, independent of Board leadership
- Evidence is gathered from all parties
- Witnesses may be interviewed
- Investigation is completed within 90 days (extensions possible with notice to all parties)
4.3 Interim Measures
The Board may impose immediate interim suspension if any of the following conditions are met:
- Imminent risk of harm to the public
- The credential holder has been charged with a serious criminal offense
- Evidence of ongoing fraudulent activity
An interim suspension is not a finding of guilt. It is a precautionary measure to protect the public while the investigation is completed.
5. Determination
5.1 Review Panel
A three-member panel reviews all investigation findings. Panel members are selected to ensure no conflict of interest with any party involved. The panel may:
- Dismiss the complaint
- Issue findings and impose sanctions
- Refer the matter for additional investigation
5.2 Standard of Proof
The standard of proof applied is preponderance of evidence (more likely than not).
5.3 Notification
The credential holder is notified in writing of the determination within 10 business days. The notification includes:
- Findings of fact
- Reasoning supporting the determination
- Sanctions imposed (if any)
- Appeal rights and deadlines
6. Sanctions Framework
The Board applies a graduated sanctions framework based on the severity of the violation, the credential holder's history, and aggravating or mitigating factors.

Aggravating Factors
- Prior violations or disciplinary history
- Harm to vulnerable populations
- Pattern of conduct
- Lack of remorse or accountability
Mitigating Factors
- First offense with no prior history
- Prompt corrective action
- Full cooperation with the investigation
- Voluntary disclosure of the violation
7. Public Disclosure
Sanctions at Level 3 and above are public record. They are published in the Board's public disciplinary registry and include:
- Credential holder name
- Credential tier
- Nature of the violation
- Sanction imposed
- Effective dates
8. Record Keeping
- Complete investigation records are maintained for 10 years
- Dismissed complaints: records maintained for 5 years, then destroyed
- Credential holders may request a copy of their own file at any time
9. Non-Retaliation
The Board prohibits retaliation against complainants in any form. Retaliation by credential holders against individuals who file complaints is itself a sanctionable offense and will be treated as a separate violation subject to the full disciplinary process.
